All games shall be played in accordance with FIFA Laws, except as specifically modified
by these rules.


  1. Tournament headquarters for Friday, Saturday, Sunday and Monday will be at the Hershey Sports Zone Fieldhouse (Refer to maps).
  2. Each team, on checking in at registration, must provide a local phone number and name/location of hotel, if applicable, of the designated contact person who can be reached at any time, should the necessity arise.
  3. All players must have current, Player Registration Cards, Team Rosters and Permission to Travel Forms.
  4. Players’ numbers and personal information MUST be listed on the tournament Team Roster. 
  5. All players must have a player registration card or a trial permit with birth certificate and photograph and be registered with their team through their club.
  6. All players must be currently registered with their provincial, state or national association. All out-of-district teams must have the appropriate permission to travel forms authorized by their governing association or district.  All out-of-province players must show proof of medical insurance coverage and all out-of-province teams must show proof of liability insurance coverage.
  7. All teams may be register up to 20 players, a team roster must be submitted and only those listed may play. The roster may contain up to four guest players (unless pre-approved by showcase committee). Players used from within the same club are not considered guest players.
The duration of tournament games shall be in accordance with the following:

3 Showcase games total - one game per day:
  • Two 35-minute halves, no overtime period for all Saturday & Sunday scheduled games.
  • Two 30-minute halves, no overtime period for all Monday scheduled games.
  • All games will be played with a running clock. The referee may stop the clock for serious injuries or other incidents. The referee is the official timekeeper and therefore all decisions regarding game duration are solely at the referee’s discretion and shall not be protested.

  1. Check in time is 30 minutes prior to the scheduled kick-off.
  2. Players’ numbers MUST be listed on the Team Roster. Players must wear numbers visible on the back of their uniforms and these numbers shall coincide with those listed on the team's official Roster.
  3. Players shall wear shin guards in accordance with FIFA laws.
  4. No metal cleats will be allowed, and no jewellery will be allowed.
  5. Where opposing team’s uniform colours are similar, the designated home team will change colours. The designated home team is listed first on the schedule.
  6. When requested by the referee, each team must provide a referee assistant.
  7. A #5 ball is used for U15 through U18.
  8. Players and coaches of both teams will take the same side of the field. All other supporters will take the opposite side.

All protests will only be entertained if received within 1 hour after the completion of the game in question. All protests must be written and accompanied with the protest fee of $100.00 payable by cash or money order only. Protest fee will be totally refunded if the protest in question is deemed to be valid.


  1. Unlimited substitutions may be made with the referee's permission:
    1. After a goal has been scored;
    2. At the beginning of the second half of play or prior to the beginning of an overtime period;
    3. At a goal kick by either team; or
    4. At a throw in by the team in possession. (teams may “piggy back”)
    5. In case of stoppage of play for an injury

  2. Under no circumstances may substitutions be made (1) on corner kicks or (2) after the game has ended in a tie and FIFA penalty kicks will be required to determine a winner.

It is the responsibility of the Referee to deliver the completed and signed game sheet to the appropriate Site Official (Division Coordinator/Site Coordinator) promptly at the conclusion of each game. In case of a discrepancy, the Official Game Report Form, signed by the referee, prevails.


  1. Players, coaches, and spectators are expected to conduct themselves within the Laws of the game. Displays of temper or dissent are cause for ejection from the game and the surrounding field area. Repeated violations may result in the suspension of the team from the tournament as decided by the Tournament Directors.
  2. It is the responsibility of the Club/Team to control the conduct of its parents and other spectators. Failure to do so may result in a warning to the coach or the person acting in the coach's behalf by the referee. If unacceptable conduct continues, the referee may terminate the match. If the match is terminated due to spectator conduct, the Club/Team will be subject to disciplinary action as per OSA policies.
  3. Alcoholic beverages are not permitted at any of the field sites.  

Teams have been assigned to bracket, and there will be a champion in each; however, no awards given. At the conclusion of matches, the team in each division with most points, determined upon the point system below, will be the champion.

For each match, a team will be awarded points, as follows:

  1. Six points for a win;
  2. One point for a tie;
  3. Zero points for a loss;
  4. One point, to a maximum of three per match, for each goal scored, regardless of whether the team wins or loses;
  5. One point per shut out.

In any division where there is a tie, the following tie-breaker will be used to determine the champion:

  1. Winner of head-to-head competition;
  2. Team with most wins;
  3. Team with greatest aggregate goal differential determined by adding from each match the net difference of goals scored and goals given. The maximum goal differential per match is three;
  4. Team that a given the least total actual goals in its matches;
  5. If teams remain tied, they will be declared co-champions. (unless in the presence of a tournament format, thereby once all tie breaks have been deemed even, a penalty shutout, at a location designated by the showcase committee, will determine the winner)

    If three or more teams tie, the preceding tie-breaker will be used to eliminate one team, after which the remaining teams begin the tie breaker process again. As long as more than two teams remain tied, the head-to head tie breaker is not used.


  1. A team shall be allowed a fifteen (15) minute grace period after the scheduled kick-off time before the match is awarded to their opponent. A minimum of seven (7) players constitutes a team and if (7) players are present, the game will not be delayed.
  2. In no case shall a team, which forfeits a game, be declared a group winner. If an apparent group winner forfeits a game, the team in that group with the next best record shall be named the group winner. In addition, in divisions where the second place team of one group plays the first place team of another group in the semi-final game, in no case shall a team, which has forfeited a game, be declared the second place team in a group. The team with the next best record in the division shall be declared the second place team and play in the semi-final game.
  3. If a team is the cause for termination of a game, that team will be considered to have forfeited that game. The determination as to which team is the cause for the termination shall be at the sole discretion of the referee on the field and the decision may not be protested.
  4. A forfeit shall be awarded to the opposing team as three (3) points for a win. The score for all forfeited games will be recorded as a 2-0 result.    
  5. Forfeits of a semi-final or championship game shall be recorded as 1.0.
  6. Playing a “red-carded player” (a player receiving either a red card or two yellow cards in one game) in the game following the receipt of a red card or two yellow cards in the same game is grounds for a forfeit.

In the event of inclement weather, the Tournament Director or official representative(s) will have the authority to:

  1. Relocate or reschedule any game(s);
  2. Change the duration of any game(s);
  3. Cancel any preliminary game(s);
  4. A game is deemed to be complete if 25% or less remains un-played when called off by a game official due to weather or playing conditions or for any other reason as the referee sees fit.
  5. Determine the format for advancement.


  1. The tournament will do its best to schedule three (3) games for each team. However, at the Tournament Director’s discretion, the number of games may be reduced and, the tournament is not liable for any expenses and no refunds will be given.
  2. Under no circumstances whatsoever Dixie Soccer Club, Rated Sports or any of their official representatives be responsible for any expenses (including the Tournament entry fee) incurred by any team. This includes a situation whereby the Tournament or any game(s) is cancelled in whole or part.
  3. The Tournament Committee's or their official representative's interpretation of the rules shall be final pertaining to this Tournament.
  4. No items may be sold at Tournament Headquarters, playing fields, or surrounding areas for the duration of the tournament unless specifically sanctioned by the Dixie Soccer Club, Rated Sports and/or Tournament Committee.
  5. The tournament committee, Dixie Soccer Club and Rated Sports will not be liable for any injuries sustained by any participant in the tournament on or off the field.


  1. The OSA Published Rules on Discipline at Tournaments will apply with the following exception:
    Discipline authority is delegated for player misconduct only. Any misconduct reports for coaches, other team officials or game officials shall be submitted to PHSA within 3 days of the tournament completion
  2. Standard OSA penalties for player misconduct will apply in all Tournaments and Tournament Discipline Rules must comply with the requirements. (NOTE: This is the same as in Ontario Cup Tournament Rounds – See Table 1 attached)
  3. Unserved games will be transferred to league play by PHSA. Any player wishing to request a hearing (DBH) for the unserved games must submit a request before the end of the following week for a Discipline Hearing at PHSA.


  • Standard OSA penalties for Player Misconduct will apply
  • Tournament Discipline is done by DBR unless a Hearing is requested
  • Player suspension will be transferred to league play by PHSA


  1. PHSA will convene a Discipline Hearing for all Special Incident Reports and Dismissal reports for Coaches, other Team Officials and Game Officials. Reports involving individuals from other Districts, Provinces or Countries will be forwarded by PHSA to the appropriate authority, as required.

    PHSA will use Discipline by Review on all Dismissal Reports for Players who were unable to serve the full Mandatory Minimum sentence at the Tournament. PHSA will advise the player’s club and regular league of any additional suspension imposed as a result of the Tournament discipline carryover.

  2. In the event (based on reports which it reviews) the PHSA Discipline Review Committee determines that additional misconduct has occurred or that a Serious Foul Play or Violent Conduct misconduct warrants more than the mandatory suspension, it shall advise the Player by way of a Discipline Hearing Notice that additional charges have been laid and a Hearing has been scheduled.


  1. Upon acceptance, the team's entry fee is non-refundable. If your team is accepted and later withdraws, the entry fee is non-refundable.

  2. Once accepted into the Umbro Top Rated Showcase, teams and players are not permitted to participate in any other soccer events (exhibition games, friendly games, tournaments, player ID combines or camps or any other soccer related activities involving your players or teams) during the showcase weekend outside of the Umbro Tope Rated Showcase.

    If teams are found out to participate in such events, they run the risk of forfeiting this entry fee and dismissal from the event without refund.


  1. All international teams and teams from outside Ontario shall supply   proof of accident/injury/illness medical insurance to the Tournament Host, no later than seven days prior to the first day of the tournament.  Failure to comply will disqualify the team from participating in the tournament.

  2. An international team or a team applying to play-in from outside the Province of Ontario, must provide the Host Club with:

    (i) a certificate signed by a Club Official in a form acceptable to the District which certifies that the Club has verified that all players have been insured against accident/injury/illness medical insurance issued by a duly authorized company operating within Ontario or within the Club’s local jurisdiction in connection with the competition; or

    (ii) a Certificate of Insurance that certifies that the Club has been insured by a duly authorized insurance company operating in the Club’s jurisdiction against any travel risks or perils, or against any claim concerning accident/injury/illness medical liability from or in respect of any player with the competition

Note: Clubs that host any competition involving an international or out of Province team, must satisfy the District that the team has provided acceptable proof of insurance or any such team will not be granted playing-in permission from the District.
